A motorist and a bicyclist collided Tuesday night near East Louisiana Avenue and South Franklin Street, just south of Washington Park, leaving the cyclist with serious injuries. Denver Police say the crash caused delays in the area as officers responded to the scene late Tuesday.

The Denver Police Dept. announced the crash in a post on X shortly before midnight, saying it was investigating a traffic crash with serious injuries involving a motorist and a bicyclist in the area. The department only issues a public Crash Alert, according to the Denver Police Dept., when at least one person involved sustains serious injuries or the crash results in road closures.

The intersection sits directly south of Washington Park and adjacent to Denver South High School at 1700 E. Louisiana Ave., making it a heavily traveled residential, school, and park access corridor frequented by cyclists and pedestrians, according to VVECA. It is exactly the kind of shared-space intersection that has drawn scrutiny as Denver grapples with a rise in serious crashes involving people on foot and on bikes.

A Pattern of Injured Cyclists Across Denver

Tuesday’s crash is the latest in a string of serious bicycle collisions Denver Police have flagged this month. Just over a week earlier, a cyclist was seriously hurt downtown on the protected 15th Street bikeway, and another was badly injured at 13th and Humboldt in what was reported at the time as the third such crash that week. Separate crash alerts that same week covered a serious collision at 8th and Federal and a hit-and-run near Knox Court that left a cyclist badly hurt.

The frequency of these incidents comes as Denver faces its worst year for traffic deaths since launching its Vision Zero initiative. The city recorded 93 traffic deaths on its streets in 2025, the highest annual total since Vision Zero began in 2017, prompting transportation advocates to stage a “die-in” protest at the City and County Building in March, according to the Denver Gazette. Denver’s Vision Zero Action Plan sets a target of eliminating traffic fatalities and serious injuries on city streets entirely by 2030 while pushing walking and biking to 15% of daily commutes, per the City and County of Denver.

Cyclist Deaths Climbing Statewide

The trend extends beyond Denver’s borders. Statewide, 18 bicyclists were killed in traffic collisions across Colorado in 2025, a 29% jump from the 14 bicyclist deaths recorded in 2024, according to data compiled by ThatCarHitMe.com from state records. Preliminary figures from the Colorado Department of Transportation show 9 bicyclists died in crashes statewide through June of this year, out of 315 total traffic fatalities recorded during that period.

A joint driver behavior study released in March by Bicycle Colorado and Obvio.AI observed more than 49,000 vehicles across 196 intersections statewide and identified nearly 7,900 driver traffic violations, pointing to widespread driver non-compliance at crossings used heavily by cyclists and pedestrians, according to the Colorado Department of Transportation. The findings echo the kind of shared-corridor pressures present at East Louisiana and South Franklin.

What Colorado Law Requires of Drivers and Cyclists

Colorado law spells out clear obligations for motorists sharing the road with cyclists. Under state statute, drivers overtaking a bicyclist traveling in the same direction must maintain at least three feet of clearance, and are permitted to cross double yellow lines when it is safe to do so to provide that buffer, according to the National Conference of State Legislatures. Separately, careless driving that proximately causes serious bodily injury to a vulnerable road user — a category that explicitly includes bicyclists — is classified as a Class 1 traffic misdemeanor under Colorado law, carrying penalties of up to one year in jail, mandatory license points, driver education, and up to 320 hours of public service, per FindLaw.

Cyclists also have specific rights under Colorado’s Statewide Safety Stop law, enacted in 2022, which allows bicyclists 15 and older to treat stop signs as yield signs by slowing to 10 mph or less, and to proceed through clear red lights after stopping and yielding right-of-way, according to the Colorado General Assembly. It remains unclear which direction the motorist and bicyclist were traveling in Tuesday’s crash, whether signal or stop-sign adherence played a role, or whether safe passing distance was a factor — questions that are likely to shape whether Denver Police refer the case for charges once their investigation concludes.

Denver Police have not released further details about the cyclist’s condition or the circumstances leading up to the collision. The department’s crash alert noted only that not all crashes meet its threshold for public notice, underscoring that Tuesday’s incident was serious enough to warrant one.
